Parking Rate Sensitivity Analysis and PARCS Replacement Cost Estimate

Carl Walker, Inc. prepared a cost estimate for replacement of the computerized parking control system based upon the following scenarios:
- Replacement of existing equipment, software, and hardware as currently configured.
- Provide a white paper on the pros and cons of incorporating pay-on-foot devices in the elevator lobby on Level 3 of Garage B/C for use by the hourly parking patrons. This included a risk assessment model and capital budgeting model (depreciation, labor savings, return, payback, ROI, discounted cash flow return, and internal rate of return).
- Provide a white paper describing "partial LPR" (license plate recognition) - where LPR cameras are installed in only the exit lanes- and "full LPR"- where LPR cameras are installed in entry and exit lanes, including cost estimates for each scenario.
