Parking Master Planning

Arizona State UniversityTempe, ArizonaParking and Transit Master Plan
At the time Carl Walker created this Master Plan, Arizona State University’s main campus had a parking inventory of 18,900 spaces, serving 44,000 students. Planned campus development projects would potentially reduce the parking supply, through the loss of surface parking lots, by as many as 4,700 spaces over the ten-year planning horizon.

City of MissoulaMissoula, MontanaMissoula Greater Downtown Master Plan
The larger goals of the downtown master plan included strategies to attract new business, retain existing businesses and enhance the downtown experience through the development of economic land-use and development plans for the community. Carl Walker’s parking planning work identified practical recommendations through “best practices” of parking management to further advance the city’s parking and transportation programs. Specific services provided included: a supply/demand study and current parking program assessment; a Retail Parking Strategy to complement a “Retail Hot-Spot” concept; a future parking needs assessment; and a parking strategic plan.

City of RaleighRaleigh, North CarolinaDowntown Parking & Transportation Master Plan
Carl Walker, Inc. led a team of parking, transportation and traffic professionals to develop strategies and a master plan to meet parking needs that respond to the intense development activity in Downtown Raleigh. The plan addressed current parking conditions, the impact of future development, strategies for supporting new developments, the role of transit and other alternate transportation modes, pedestrian connections and wayfinding. The plan included recommendations related to a new downtown shuttle service, proposed changes in the zoning ordinance related to parking requirements, and tailored strategies for managing the city’s parking system.

Clemson UniversityClemson, South CarolinaParking and Transit Master Plan
Carl Walker was selected by the university to develop a Comprehensive Parking & Transportation Master Plan. The effort focused primarily on parking and transit issues on campus, but also considered transportation issues affecting the greater Clemson area.

Northeast Georgia Medical CenterGainesville, GeorgiaCampus Parking Supply/Demand Study and Ten-Year Plan
Northeast Georgia Medical Center is the largest medical center in the northeast region of Atlanta, providing a full range of medical services. Carl Walker, Inc. was asked to provide planning support, as it has in the past, as the hospital prepared to move forward with its growth program. The study team conducted extensive field work to identify existing parking demand for each user group to a level of detail not normally found in a typical hospital supply/demand study. With the help of hospital staff, future pedestrian volumes generated by various hospital service sectors, and the resulting estimates of parking demand, were compared with the various entry points to the building to maintain the most appropriate distribution of parking throughout the campus.
Technology Assessments and Studies

City of Boca RatonBoca Raton, FloridaOn-Street Parking System Implementation Study
Working with Stanley Consultants, Carl Walker conducted a parking study to improve on-street parking availability and system revenues. The study included projections of revenue potential, a review of multi-space meter technologies, and the development of technical specifications the city could incorporate into a request for proposal (RFP) to acquire recommended on-street equipment. The study also included a review of potential organizational models for the city’s on-street parking program.

City of Fort CollinsFort Collins, ColoradoParking Technology Alternatives Assessment
Carl Walker assisted the City of Fort Collins with a review of existing off-street parking operations and an assessment of parking access and revenue control system alternatives. The goals of the project were to determine appropriate technology needs and develop an action plan for the purchase of new equipment. The project included several stakeholder input meetings to determine technology needs/desires. The final report provided a technology upgrade action plan, complete with recommendations/options for purchasing and installing the recommended parking access and revenue control equipment.

Port Columbus AirportColumbus, OhioParking Technology Assessment
Carl Walker conducted an assessment of appropriate technology applications and developed design specifications for a new parking and access revenue control system for both Port Columbus International Airport and Rickenbacker International Airport. The assessment was preceded by an analysis of the applicability of pay-on-foot technology. The final system design included cutting edge License Plate Recognition (LPR) technology and an integrated 3rd party corporate parking program that utilizes Automatic Vehicle Identification (AVI) technology. The Carl Walker team also assisted with the selection of the equipment supplier and will continue to provide assistance through installation and testing of the system.

Riverside CountyRiverside County, CaliforniaParking Technology Review and Assessment
Riverside County retained Carl Walker to assist with the research and analysis of new parking access and revenue control equipment. The main goal of this project is to provide an analysis of parking access and revenue control system alternatives and recommend the best possible system to meet the county’s needs. This study included a review of existing operations, meetings with system stakeholders, an assessment of operating and technology alternatives, and cost estimates for recommended improvements.

Sound TransitSeattle, WashingtonParking Pricing Study
As part of a larger project team, Carl Walker presented information on multiple parking technology alternatives that could be implemented by Sound Transit to charge for parking in South Sounder park-and-ride facilities in the future. The various technology alternatives, along with associated operating strategies, were evaluated and appropriate options were recommended for further consideration. The final recommendations included estimated system purchase, installation, and operating costs.
Financial Studies

ABQ 66, LLCAlbuquerque, New MexicoAlbuquerque Project Viability Assessment
Carl Walker was retained by ABQ 66 Center, LLC to provide a parking analysis for a proposed mixed-use development in downtown Albuquerque. The proposed development included a 550-room hotel, conference center space, retail/restaurant space, and a new 12,000-seat events center. The scope of services for this project included reviewing existing parking conditions, projecting development parking demands, evaluating shared parking options, and recommending operational strategies. The study also included projecting development parking revenues, expenses, and construction costs. The final project report included a ten-year projection of parking-related revenues, expenses, and debt service for the proposed on-site parking facilities.

City of AlbuquerqueAlbuquerque, New MexicoDowntown Parking Operations and Financial Review
The overall goal of this project was to assist the City of Albuquerque in reviewing and assessing the city’s downtown parking program and financing arrangements. The study included an analysis of current and future parking demands, an evaluation of parking system operations and management, an analysis of parking system financial issues, and the development of improvement recommendations. After the study was completed, the Albuquerque City Council passed a resolution to approve all report recommendations.

Metropolitan Nashville Airport AuthorityNashville, TennesseeParking Demand and Services Assessment
The Metropolitan Nashville Airport Authority engaged Carl Walker to conduct a study of market conditions at and around Nashville International Airport as they related to parking. The purpose of the study was to assess the airport’s parking needs, including employee and public parking facilities at five- and ten-year intervals. The assessment considered capacity, efficiency, revenue maximization, fee structure, and customer service goals.

Missouri Development Finance BoardSt. Louis, MissouriThe Missouri Development Finance Board selected Carl Walker to conduct a three-phase parking study for a proposed 1,062-space mixed-use parking garage to serve the Old Post Office District redevelopment project. The study included a parking supply and demand projection, a garage design review, and a financial assessment for the project.

The City of Denver, ColoradoCarl Walker was engaged to develop revenue projections and operating expenses for a 995-space parking structure at the Colorado Convention Center in downtown Denver. The parking facility is part of a $268 million convention center expansion that will double the size of the existing convention facility. The parking garage will be used by event patrons, downtown employees, and, space permitting, a 1,100-room convention hotel.

Washington National AirportWashington, DCParking Rate Sensitivity Analysis and PARCS Replacement Cost Estimate
Carl Walker prepared a cost estimate for replacement of the computerized parking control system, focusing on existing software and hardware as it was currently configured. Part of the study included white papers on incorporating pay-on-foot devices for hourly parking patrons and a breakdown of license plate recognition equipment.

Will Rogers World AirportOklahoma City, OklahomaParking and Rental Car Master Planning
Carl Walker, Inc., with rental car sub-consultant Coover-Clark & Associates, was engaged to conduct a comprehensive analysis of current and future parking and rental car needs to accommodate the pattern of enplanement growth. The study included an analysis of parking demands, a parking market analysis, and an analysis of operational and management alternatives. The study also included a financial forecast model to predict the impact of multiple rate change scenarios on parking demand and future parking revenues. Specific recommendations for rate adjustments were based on the analysis of user preferences, competitive conditions, and recommended service improvements.
Parking Management and Operational Studies

Capital City Development CorporationBoise, IdahoDowntown Public Parking System Review
The overall goal of this project was to redefine the mission and purpose of the public parking system in Downtown Boise. Over the years the downtown environment had changed dramatically and the original mission of the parking system needed to evolve to address both current and future community needs as they related to supporting the parking and economic development needs of Downtown Boise. This project included implementation plans for a number of areas including: the effective use of new technology, branding and marketing, facility improvements, parking pricing/validation programs, reinvestment of parking revenues, community involvement, special events management, etc.

City of Atlanta Downtown Parking Management Action PlanAtlanta, GeorgiaCentral Atlanta progress/Downtown Transportation Management Agency
Central Atlanta Progress engaged a team comprised of Carl Walker and UrbanTrans to conduct a parking and transportation study for the central business district. The study included in-depth data collection, research, analysis, and stakeholder involvement. The result was an implementation plan that prioritized the parking needs of downtown Atlanta for both the short- and long-term.

City of Beverly Hills, CaliforniaParking System Staffing Assessment & Parking Management Best Practices Review
The primary goals of this study included assessing parking system staffing and organization and evaluating the current parking management program, with an assessment of parking management “best practices” gathered from around the country. The study areas included parking facilities and resource allocation, a review of existing off-street facilities and equipment, and special parking programs.

City of Hercules, CaliforniaParking Management Plan
The City retained Carl Walker to provide a comprehensive parking management study for downtown. The study included a review of existing and future parking conditions, development of parking management strategies and parking standards, development of a parking demand management ordinance, and the organization of a Central Hercules Parking District.

City of Wichita, Sedgwick county, and SMGWichita, KansasDowntown Parking and Mobility Management Plan
A project team of Carl Walker, Inc. (Prime Consultant) and UrbanTrans Consultants (Transportation Subconsultant) was selected by the City of Wichita, Sedgwick County, and SMG to complete a downtown parking and mobility management plan for downtown Wichita. The primary purpose of this study was to determine operational and management-related alternatives and recommendations that would improve parking in downtown Wichita. In addition, Carl Walker, Inc. evaluated parking requirements, alternatives, and management strategies for the opening of the new downtown arena.

City of WinnipegWinnipeg, Manitoba - CanadaWinnipeg Parking Authority Operations Review
The City of Winnipeg selected Carl Walker to conduct an operational review of the Winnipeg Parking Authority (WPA). The review was divided into three primary phases. The first phase included a review of available background information provided by the City of Winnipeg and the WPA. The second phase involved an on-site visit to meet with city and WPA staff, review WPA operational areas, observe staff compliance with written policies and procedures, and compare parking operations with recommended industry best practices. The final phase of the project included the compilation of the final study report.

Convention Center Garage Parking AssessmentMiami, FloridaEvaluation of Revenue Potential
Carl Walker was retained by the Staubach Company to evaluate the revenue potential of the Convention Center Garage located in the heart of downtown Miami. The first phase examined the basic operation of the facility to determine the impact of operational changes. The second phase involved a general market review of parking availability and rates in the immediate area to determine the current market position of the Convention Center Garage.

The University of Texas at El PasoEl Paso, TexasParking Management Plan
Carl Walker was selected by the University to conduct a high-level review and analysis of parking management and user allocation alternatives. The scope of services included assistance in developing a set of parking system guiding principles, assistance in conducting necessary public allocations, and an action plan for implementing recommended allocation/management changes.
Parking RFP and Contract Development

Carolinas HealthCare SystemCharlotte, North CarolinaParking Management Contract/RFP Development
Carl Walker offers Parking Contract and RFP Development services for parking systems that are interested in updating and re-bidding the management agreement for the operation of their parking facilities. These services include (but are not limited to) preparation of Operating Agreement documents, preparation of final RFP documents, assistance in the pre-proposal conference and walk-through, and a preparation of an analysis of the various proposals.

Phoenix-Mesa Gateway AirportMesa, ArizonaParking Access and Revenue Control RFP Process
Working closely with airport staff, Carl Walker provided assistance with the Request for Proposal process for a new parking access and revenue control system. Carl Walker assisted the airport with defining equipment needs and appropriate operating strategies. After determining system needs, parking equipment specifications were developed for use in the RFP process. During the RFP process, Carl Walker assisted with the pre-proposal conference, answering vendor questions, and evaluating proposals.

Regents SquareHouston, TexasParking Operations and Technology RFP Processes
Carl Walker assisted Morris Architects with the development of parking management and technology strategies for a large mixed-use development in Houston, Texas. The scope of services for this project included projecting development parking needs, determining appropriate operating and management strategies, developing a parking management plan, and identifying appropriate parking technologies. As part of this project, Carl Walker assisted with RFP processes for both parking operations and parking control technologies (both on-street and off-street). RFP related services included developing equipment specifications, assisting with RFP related questions, and developing parking management agreements.

Stanford Court Hotel (JER 875 California Street, LLC)San Francisco, CaliforniaParking Operations RFP Process
Carl Walker assisted JER 875 California Street, LLC with a RFP process to hire a new parking operator for the Stanford Court Hotel. The project included a review of existing conditions and operations, the development of a RFP advertisement package, assistance with the pre-proposal meeting and resulting operator questions, assessment of RFP proposals received, and the development of the management contract.

University Circle, Inc.Cleveland, OhioParking Operations and Shuttle Service RFP Process
Carl Walker is leading a team to assist Case Western Reserve University, University Hospital, and University Circle, Inc. in the development of operating agreements for a multiple facility parking system and district-wide shuttle operation serving the University Circle educational and cultural district. Assistance encompasses determination of the most beneficial contract forms, contract development, RFP document assembly, participation in the pre-proposal conference, and review of submissions.
